Managing Director – David Walsh
Founder & company owner, David Walsh is the driving force behind David Walsh Civil Engineering Ltd. David’s vision, values, and industry knowledge, together with his steadfast commitment to continually investing in people and technology is the cornerstone on which the company has developed to become the strong, evolving, and sustainable business it is today. David is passionate about leading this vibrant and ambitious company forward, and, through management focus and visible leadership is dedicated to ensuring the company remains rooted to its core values of high class self-delivery of its projects. His practical experience over many years has given him an in-depth knowledge and understanding of an extensive range of construction methodologies, and as company owner takes huge pride in the company’s commitment to ensuring that all works are undertaken efficiently, and to the highest standards of safety and quality.
David is keenly aware that the company is a family business with a loyal and hardworking workforce that includes a high proportion of long service employees. He’s committed to maintaining that family firm culture and ethos while also ensuring that the company moves with the times to deliver a modern, innovative and professional service to clients throughout the industry.


Contracts Director – Martin Garvin
Martin joined David Walsh Civil Engineering Ltd. as Contracts Manager in 2012 and is responsible for managing our high-level business relationship with various Clients and overseeing the daily management of our contracts portfolio. A Chartered Civil Engineer, he has over 20 years’ experience in the civil engineering environment, developed over the years from performing various roles previously in both the public and private sector, working on behalf of Consulting Engineers, Local Authorities and Private Contractors. Martin has been involved in the company’s various Minor and Capital Works Projects from tender submission and contract award through to final completion and brings a detailed technical knowledge, design experience and exceptional track record of consistent contract delivery.
Finance Director – Collette Meaney
Collette is responsible for managing financial performance and company administration throughout the business, having joined the company in 2005. She has responsibility for the company accounts and investments, payroll, purchasing systems, human resources & training, and manages an administration team who carry out all the key support functions. Collette also has responsibility for ensuring the business operates in strict compliance with all legal and statutory compliance, and supports the company’s Senior Management in the provision of accurate financial and operational performance information.


Commercial Manager – John Lalor
John joined the company in 2014 as Commercial Manager with primary responsibility for managing all commercial and contractual matters in relation to our contracts portfolio, to ensure all commercial targets are achieved. He also brings added value to the client and design teams by developing efficient cost and risk management solutions. John brings vast experience to the role, having worked previously as a Senior Quantity Surveyor for some of Ireland’s largest civil engineering contracting companies over 30 years, together with extensive overseas experience gained during that period. John is a Professional Member of the Chartered Institute of Building, and Professional Member and Fellow of the Society of Chartered Surveyors Ireland.
Construction Operations Manager – Paul Mooney
Paul is a qualified civil engineer with over 17 years’ experience in the civil engineering and construction sector. Having started with the company in 2004, he has fulfilled various site management responsibilities as the company developed during this time. Paul’s role involves managing the workflow progression of resources and crews across our fast-paced utility frameworks and developer services programmes to ensure that project demands are delivered safely and effectively within schedule and budgetary constraints. As a qualified Temporary Traffic Management Designer, he provides considerable design input to our in-house traffic management design team.


Contracts Manager – Joe Phelan
Joe is a qualified civil engineer with over 17 years’ experience in the civil engineering and construction sector. Since joining the company in 2013, Joe has been involved in the management of the company’s various Capital Works Projects – including Water & Wastewater, Public Realm, Road Construction, Drainage schemes, Pumping Stations, Solar Farm construction and Utility infrastructure. A qualified civil engineer with over 17 years experience in the sector, Joe is committed to delivering high-quality projects safely and on programme whilst focussing on the highest standards of workmanship at all times. Joe takes ownership of projects to ensure works are carried out in accordance with contract schedules and specifications, and takes a hands-on approach in managing technical and contractual matters.
Contracts Manager – Jamie Cassells
An experienced Contracts Manager, Jamie has extensive contract management experience across many sectors including heavy civils, pharmaceutical, utilities and construction industry, including works for large multinational companies. Jamie holds a BSc. Degree and has gained over 18 years’ post-graduate experience and is also a qualified Project Management Professional. Having joined the company in 2016, Jamie heads up our Utility Framework programmes for state utility providers including Irish Water and ESB Networks. Jamie is also heavily involved in maintaining the company’s integrated business management accredited system and provides technical support to other company operations.
